Job Overview: The UNDP Executive Associate will be  responsible for the effective and efficient functioning of the DCD/O’s office whilst ensuring full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made. The Executive Associate works in close collaboration with Front Office, Programme, Business Development and Operations Teams, UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas.

Key Duties and Responsibilities: 
1. Ensures effective and efficient functioning of the DCD/O’s Office focusing on achievement of the following results:
  • In charge of the management of the DCD/O’s Office, ensuring an environment of professionalism and teamwork at all times, and setting exemplary standards of conduct for the CO team;
  • Efficient and discreet management of the DCD/O’s schedules;
  • Responsible for the organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points;
  • Screening of all incoming communications, filter outgoing correspondence for supervisor’s signature, clearance and further action by other staff; wherever possible;
  • Adherence to appropriate protocol and correspondence guidelines by CO team when communicating with Government and other external partners;
  • Use of automated office management system.
2. Ensures provision of effective communications and administrative support to the office focusing on achievement of the following results:
  • Responsible for the maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system;
  • In charge of the coordination of the information flow in the office, and dissemination of corporate and interoffice communication to staff as required;
  • Active facilitation of information sharing with, Programme and Operations Teams as well as other units;
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to DCD/O’s Office.
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports and minutes of meetings when requested, translations when required;
  • Administration of travel, meetings, appointments and briefings of DCD/O; including drafting of background notes;
  • Maintenance of Teams’ status reports, best practices, lessons learned, publishing on section intranet and compiling of information for operations SOPs maintenance and sharing with all staff;
  • Support to organization of UN Surveys (Hardship, Cost of Living and DSA) by sending out instructions, coordinating data collection from agencies and drafting the consolidated reports;
  • Support to any other Operations Unit if required.
3. Administrative support to the UN Operations Management Team (OMT) focusing on achievement of the following results:
  • Drafting agenda points for OMT meeting and organizing the meetings;
  • Taking notes of OMT meetings and preparing minutes;
  • Following up on recommendations and actions decided by the OMT.
4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for UNDP staff on coordination, administration and protocol issues.

Job Requirements: 
  • The candidates for the United Nations UNDP Executive Associate vacancy should hold Bachelor’s Degrees in Public Administration or  any other discipline with a specialized  training in secretarial and office management;
  • Six or more years of progressively responsible secretarial, administrative, programme experience is required at the national or international level.
  • Significant experience in the usage of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems

Job Overview: 
The UNICEF Deputy Representative is primarily responsible for the overall leadership and managerial guidance on policy direction and programme initiatives.  He / she is also accountable for programme coordination, and management of all phases of programme formulation, planning, design, implementation. Job Duties:

Job Requirements:

Job Duties:
  •     Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;

Job Requirements:
  •     A University degree in sociology, geospatial mapping,        economics, agriculture, geography, nutrition, rural development or other related field from a recognized institution;
  •     A minimum of three or more years’ postgraduate professional experience in development, food security, analytical science or any other related field gained from reputable organizations;

Job Overview:
The UNICEF Education in Emergency Project Officer will technically support UNICEF to scale up the education interventions for refugee children from South Sudan. The incumbent will also ensure that UNICEF supported interventions are well coordinated with the response from other agencies and government in order to avoid duplication. The jobholder will make sure that UNICEF supported interventions also respond to the needs of host communities and that the district authorities are well informed about the emergency support provided by UNICEF in the education field. Job Duties:

Under the overall supervision of the Chief of Gulu Zonal office and in consultation with UNHCR and other CP partners, government, and UN agencies in the area.
  •     Rigorously participate in the coordination meetings organized by UNHCR and OPM on Community Services, including Education; keep UNHCR and OPM informed on the learning activities that are implemented with UNICEF support.
  •     Regularly visit the transit centers, refugee settlements and surrounding host communities in Adjumani, Kiryandongo and Arua and inform the Chief of Zone Office Gulu as well as the Kampala Office on any issues that might impede the efficient provision of education services which cannot be solved at local level.
  •     Prepare timely reports on any new education needs that require urgent attention including child recruitment, trafficking, the mental health and well-being of children and their families, handicapped children and those with special education needs, etc.
  •     Explore options for utilization of innovative approaches to education service provision within the refugee settlements and Ugandan schools affected by the humanitarian situation; including introduction of eduTrac and other e-based platforms.
  •     Identify opportunities to work with other sectors to strengthen overall education for children by integrating education activities within their emergency response programmes. In particular work closely with Child protection partners to ensure violent free learning spaces; and with the health sector to ensure all children in ECDs are regularly screened and managed for malnutrition.
  •     Technically support the monitoring of programmes and projects of UNICEF partners related to the refugee crisis.


Job Requirements:
  •     University degree in the social sciences, Education or related technical field
  •     A minimum of two years’ progressively relevant professional work experience at the national level in programme implementation, monitoring and evaluation of education programmes or related field.

Mandate Of The Department:
  • The mandate of the Regional Support Teams is to provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels. Promote, support, and provide guidance to the UN system in the region on Universal Access to HIV prevention, treatment, care and support and implementing the Global Task Team recommendations. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the region.   • Main tasks and Responsibilities of the Position:
  • Under the direct supervision of the UCD and with technical guidance from the RST and relevant Geneva units and departments, the incumbent drives UNAIDS' investment and efficiency agenda at country level. He/she supports the UCD in convening development partners including Ministries of Finance and Health, implementers, key stakeholders and major donors such as World Bank, BMGF, Global Fund and PEPFAR around issues of costs, efficiencies, resource allocation and financing of HIV programs; ensures consistency of approaches towards theses issues and promotes efficient, effective and sustainable HIV investments; and operationalizes the 1000 days' agenda regarding the HLM financing goal and the application of the UNAIDS Investment Framework.
  • In particular, the incumbent is assigned the following responsibilities:
  • Review, assess and analyse HIV and health costing and financial data, including sustainable financing scenarios and projections, and prepare and present reports that can be used for country-level advocacy and to support grant and loan applications.

Additional Information:

72605 USD with primary dependants     Post Adjustment: 36.8 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

Background

Given that energy production and utilization is a significant contributor to green gas emissions, efficient methods of production and utilization of energy ought to be adopted. Charcoal is the preferred cooking energy in Uganda particularly by urban consumers and is considered a relatively modern fuel rather than a traditional one.   Uganda’s charcoal sub-sector remains plagued by inefficient production practices, lack of sustainable supplies of woody biomass and inadequate, and sometimes conflicting policy statements. At the current rate of consumption, the pressure on biomass resources will increase even further as communities produce more charcoal to meet their livelihood demands and urban charcoal consumer demand. The GEF 5 is supporting a full-size project that will address key barriers to Sustainable Charcoal Production. This project aims at “Improved charcoal production technologies and sustainable land management practices through an integrated approach in Uganda.”, with an overall objective of securing multiple environmental benefits by addressing the twin challenges of unsustainable utilization of fuel wood (including charcoal) and poor land management practices common in Uganda’s woodland through technology transfer, enhancement of the national policy framework and the promotion of Sustainable Land Management (SLM) and Sustainable Forest Management (SFM) practices.

As part of the implementation process in Uganda,   a Project Manager is being sought to supervise and oversee the project activities and deliver the objective, outcomes and outputs of the project.

Duties and Responsibilities
  •     Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the Project Document (ProDoc) and project log frame;
  •     Act as the Secretary of the Project Steering Committee (PSC) and execution of their recommendations;
  •     Prepare Standard Progress Reports (quarterly and annual), annual work plans and budgets for consideration by the Project Board and PSC;
  •     Facilitate project audits and evaluations, production of documentation required by UNDP, MEMD and the PSC, and implementation of recommendations to the Project Steering Committee;
  •     Facilitate effective communication and decision-making between the PSC, UNDP, MEMD and all stakeholders to ensure ongoing stakeholder cohesion and effective process management
  •     Prepare the  project monitoring and evaluation plan;
  •     Monitor the project’s progress towards the attainment of the project outcomes and objectives, in particular achievement of the project’s global environmental benefits;
  •     Coordinate and manage the project’s Inception Workshop and preparation of the Inception Report;
  •     Provide technical support to charcoal related policy discussions and development;
  •     Assume responsibility for the quality and timing of project as per the Pro Doc ;
  •     Support the completion of evaluation reports (midterm, terminal etc.) to MEMD and UNDP/GEF, including elaboration of management responses;
  •     Prepare and approve Terms of Reference for equipment procurement;
  •     Manage disbursement of funds, maintenance of accounts as per requirements of UNDP & NIM guidelines, and provide inputs to internal and external audits;
  •     Establish and maintain relationships and act as the key focal point with UNDP CO to ensure all the programming, financial and administrative matters related to the project are transparently, expediently and effectively managed, in line with established UNDP rules and regulations;
  •     Liaise with main stakeholders to ensure their roles are appropriately integrated into the project as envisaged;
  •      Participate in recruitment and supervision of technical and training experts as required for implementation of the project and Delegate responsibilities to the appropriate Project officers;
  •     Monitor the work of the agencies involved in managing specific components and outputs including delivery by consultants.

Required Skills and Experience
Education:

  •     Master’s degree or its equivalent in a relevant area such as Renewable Energy and Energy Efficiency, or Natural Resource Management or Environmental studies.

Experience:
  •     Minimum 10 years relevant work experience;
  •     Demonstrated knowledge of project management of a comparable project;
  •     At least five (5) years experience in the Renewable Energy and Energy Efficiency industry or climate change mitigation sector and working knowledge of the Ugandan energy sector with extensive contact in the public and private sectors and civil society organizations;
  •     Past experience with Charcoal technologies and National Policy on Renewable Energy is advantageous;
  •     At least three (5) years work experience at senior management level with demonstrable project level management skills and ability to coordinate activities involving a large contingent of professional consultants drawn around the country and/or internationally;
  •     Strategic planning and results-oriented management profile with strong reporting and financial management skills;
  •     Understanding of climate change mitigation strategies and emission reduction benefits accruing from low-carbon energy activities.

Language Requirements:
    Excellent written and fluent spoken English.

Org. Setting and Reporting   
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Information Technology Unit (ITU) of the Division of Conference Services (DCS), UNON at the Nairobi duty station.
   
Job Duties
Under the direct supervision of the Chief, ITU/DCS/UNON the incumbent will be responsible for the following functions:
1. Conference equipment handling and day-to-day operations:  
a) Install and test conference equipment;
b) Set up and test conference room as per agreed standards;
c) Perform audio and video recording and process recordings as per clients' requirements;
d) Guide and mentor short term technical staff;
e) Assist interpreters with operational set-ups and monitor operations throughout the meeting;
f) Engage in team work with other UNON technical parties in the case of teleconferencing and video-conferencing facilitation. 

2. Maintenance of conference equipment: 
a) Conduct quarterly inspections to test, repair and clean conference equipment;
b) Tackle technical issues relating to conference equipment and share information, technological improvement ideas and suggestions with the team members; escalate outstanding unresolved issues to the supervisor;
c) Ensure adequate spare parts are kept in stock;
d) Liaise with internal staff members and external contractors on timely repair or replacement of faulty equipment; 

3. Team Co-ordination: 
a) Perform the role of supervisor and coordinate the daily operations of the team;
b) Participate in weekly coordination meetings;
c) Conduct resource planning on a weekly basis;
d) Supervise short-term staff;
e) Engage in daily contact with internal stakeholders;
f) Identify tools and resources that will enable the team perform;
g) Coordinate with Division of Security & Safety Services (DSS) to ensure safety and security of equipment and delegates in the conference area;
h) Coordinate with Facilities Management and Transport Service to ensure proper upkeep of conference facilities;
i) Research and give feedback on training needs.

4. Inventory and Procurement: 
a) Coordinate with Procurement Section to ensure timely acquisition of equipment and services required;
b) Maintain up-to-date Hardcat records of assets;
c) Conduct quarterly physical inventory checks to ensure up-to-date records;
d) Prepare quarterly report; investigate and report any discrepancies;
e) Perform regular audits;
f) Conduct quarterly IT equipment testing;
g) Ensure timely equipment repairs;  
h) Monitor inventory stock levels;
i) Ensure security of DCS assets and maintain keys;
j) Report damaged and lost property to Property Management Unit and DSS; 5. Perform other related duties as may be assigned.

  • Experience in audio/video broadcasting in a medium-sized organization required.  
  • Telecommunications related experience in operating, maintenance and servicing of conference and video conference equipment required.
   
Languages   
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.  Working knowledge of another UN language is desirable.
   
Assessment Method   
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
