We are currently seeking qualified candidates for the position of: Director of Monitoring, Evaluation and Research 


Job Overview:
The Director of Monitoring, Evaluation and Research will lead the research, learning and adaptation component of the project, testing and evaluating local solutions to health and social welfare systems bottlenecks and community barriers impeding the provision of quality services to key and vulnerable populations.

This position will be based in Dar es Salaam, Tanzania.  Availability of this position is contingent upon successful award of the project to FHI 360 and selected candidate is subject to USAID approval.

Job Duties:
  • Lead the monitoring, evaluation and research component for the CP2 program, designing and implementing mechanisms for continuous learning, collaboration and adaptation;
  • Lead efforts to identify key research questions and develop research studies related to addressing health outcome barriers for target populations at the community, regional and national levels, spanning a range of issues such as health financing, quality service provision, demand generation, and policy harmonization;
  • Take final accountability for baseline size estimation, mapping and formative research activities; sampling and analysis of service statistics to measure saturation; evaluation of novel pilot interventions for key and vulnerable populations, including girls ages 15-24; and implementation science to improve the effectiveness and efficiency of program interventions;
  • Lead development and testing of the integrated core and expanded service package of health and social services tailored to the needs and contexts of KVP and contribute to the identification of successful models for scale-up to achieve saturation;
  • Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, regional and national levels, intergovernmental bodies, donors, partners and other stakeholders; promote forums that facilitate collaboration, learning and action as a result of this information;
  • Lead learning and adaptation including dissemination of program results through various forums and publications; deliver presentations at professional meetings and conferences;
  • Oversee the program monitoring and evaluation component, including data collection, data quality assurance, analysis and reporting;
  • Ensure that data from CP2 link with national and regional health management information systems and promote data use among stakeholders for learning, programming and policy development;
  • Build capacity of CP2 staff, government and other stakeholder counterparts and implementing partner staff in program monitoring and evaluation, data collection and management, and research and learning methods;
  • Ensure all research and evaluation conducted under the project include a gender focus that promotes gender equitable programming;
  • Contribute to reports and papers summarizing project results and evidence;
  • Ensure research implementation adheres to company policies and standard operating procedures and remains technically and ethically sound;
  • Provide leadership and team building at the task level;
  • Monitor and maintains relevant protocols, instruments, data sets, manuals, training materials and reports;
  • Respond to requests and inquiries from internal and external staff.

Job Minimum Requirements:
  • Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline;
  • Minimum eight years working on monitoring, evaluation and research in the health communication field, managing data intensive programs and designing monitoring and evaluation (M&E) methodologies and tools, with progressively increasing responsibility;
  • Demonstrated expertise in the design and implementation of rigorous quantitative and qualitative research studies, rapid appraisals, etc., and methods for data analysis;
  • Hands-on practical experience setting up and managing M&E systems for health programs in developing countries, and the ability to coach and train others in their use;
  • Proficiency managing complex sets of quantitative data, including data collection, conducting data quality checks, and analyzing data;
  • Expertise with data analysis software for quantitative and qualitative data analysis e.g., Epi Info, Stata, SPSS, NVivo, or similar databases;
  • Knowledge of M&E issues and indicator development for system strengthening/capacity building;
  • Demonstrated ability to work effectively across a broad range of stakeholders including government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders;
  • Strong interpersonal, communication, problem solving and team-work skills with excellent ability to communicate effectively in English, both verbally and in writing; superior presentation skills, both written and oral; Samples of writing will be required;
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in Tanzania;
  • Demonstrated capacity to coordinate and implement evaluations, including experience developing terms of reference, recruiting, training and managing a diverse team;
  • Familiarity with PEPFAR indicators and reporting results to USAID;
  • Experience in knowledge management and dissemination of research findings;
  • Proficiency in SPSS, Excel, Word and other MS Office software;
  • Work experience in Tanzania preferred;
  • Current work authorization in Tanzania preferred.

The NSSF asset base is currently over Ugx. 4 trillion, making the Fund one of the largest players in Uganda's economy.

Job Overview: 
The Project Development And Monitoring Manager will steer the real estate project team in conceptualizing, coordinating and participating in the planning, design, and construction of the real estate portfolio of NSSF.

Job Duties: 

  • Formulate short, medium and long term real estate development plans and budgets for approval of the Chief Investment Officer.
  • Guide management and the MD on property development issues, and on current building technologies and materials.
  • Coordinate the preparation of preliminary feasibility studies to establish the viability of real estate investments and organize for more detailed study by external consultants, if required.
  • Monitor and advise the organization and consultants on project specifications to ensure these are in line with the project requirements, the organization’s needs and are cost effective.
  • Coordinate inspection of land proposed for acquisition and advice on its suitability for proposed developments.
  • Oversee the procurement of external consultants for the detailed engineering design and construction supervision of property development projects.
  • Coordinate the management of the engagement process of external consultants. This includes approval of negotiation plans, participating in pre-contract negotiations and preparation of contract agreements. The contracts should be prepared in liaison with the Legal Department.
  • Take lead of the Project Management Unit in liaison with the consultants and contractors to develop project plans, and agree timing, deliverables and project administration issues.
  • Ensure that the engineering, architectural, environmental protection and surveying national practice guidelines are adhered to in all property development projects.
  • Prepare recommendations and standards for project safeguards.
  • Coordinate the monitoring cost, quality and time performance of all projects and prepare monthly reports and comments on variances. Advise on ways to contain costs and to prevent cost escalation; monitoring consultant/contractor performance to ensure that all projects are executed within budget and time and constructed to specification as far as is practicable;
  • Coordinate all project implementation activities with service providers i.e. consultants, contractors, consortiums and joint venture partners. Monitor and supervise service provider performance on all projects.
  • Review and approve or disapprove as appropriate all payment invoices/certificates and project scope changes (variations) received in relation to projects for all service providers.
  • Monitor the department’s programme implementation to ensure that organization targets are achieved and where this is not the case, appropriate explanations are provided to management.
  • Coordinate preparation of project completion report indicating if cost, quality and time objectives were achieved. This (s)he presents to management for the Board consideration


Job Requirements: 

  • A Bachelor’s degree in Construction Management, Civil Engineering, Building Economics, Quantity Surveying, Architecture
  • A minimum of eight years’ experience in design, construction, feasibility and project management.
  • Be a Registered professional e.g. Architect or Engineer
  • Good negotiation skills,
  • Be a good team player
  • Good interpersonal relations
  • Good oral and written communication skills
  • IT skills (AUTOCAD, Word, Excel, MS Project)

The DM&E Manager will develop and implement an organization-wide strategy in design, monitoring and evaluation, including quality program development and reporting.

Job Duties:

·                     Identify and establish guidelines and standards for Design, Monitoring (including program implementation and reporting) and evaluation in all SomRep programming
·                     Ensure adherence to and integration of SomRep DM&E standards and practices with grants from both relief and development funding mechanisms (e.g., USAID, CIDA, DEID, AusAlD, EC, etc.)
·                     Ensure adherence to Humanitarian Standards (HAP, SPHERE etc.)
·                     Set standards for measurement of project impact and program quality.
·                     Collaborate with SomRep steering committee and SomRep Technical Unit in standard setting, material development and learning activities.

Develop and Implement training, documentation, monitoring tools and protocols for all aspects of:
·                     Concept Papers and Proposals (including log frames)
·                     Community Ownership of DM&E

Evaluations
·                     Champion staff and Community capacity Building in DM&E
·                     Develop, design and lead staff capacity building strategies for targeted assessment, training, follow-up and impact monitoring of training in all areas of DM&E
·                     Mentor, support and build the DM&E capacity of field based DME staff
·                     Design, organize and implement training of key WVS staff in design, implementation, monitoring and evaluation of projects.

Qualifications: Education/Knowledge/Technical Skills and Experience
·                     A Master’s Degree related to the science and practice of community development, program design, statistics and evaluation.
·                     Minimum three (3) years’ experience in managing people and programs in an international NGO context.
·                     Extensive experience and recognized expertise in the full range of evaluation theories, models and tools, ability to adapt, contextualized and apply appropriately all project scenarios
·                     Proven track record as a staff and community trainer and capacity building strategies and organizational development.
·                     Thorough understanding and experience in quantitative and qualitative data collection methods including comparative random sampling, questionnaire and survey design, data entry and analysis and the application of these methods to DM&E standards in key technical sectors.
·                     Experience working with a consortium programme and/or highly complex programmes with multiple stakeholders preferred
·                     High level expertise in Results-Based management, Logical Framework Analysis and Result-Based Performance Monitoring and Evaluation.
·                     Ability to link professional, academic and community based learning models.
·                     Experience in adhering to/working with HAP, SPHERE Standards and International Humanitarian and Development Standards.
·                     Full ability to communicate cross-culturally and be cross-culturally sensitive.
·                     Full computer and internet skills including MS Office for word processing and graphic presentation.
