Job Title: Senior Human Resource Officer

About DDA:
Dairy Development Authority is a Semi-Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries. Its mandate is to develop and regulate the dairy sector. It was established under the Dairy Industry Act, 1998 and its objectives are to provide proper coordination and efficient implementation of all Government policies which are designed to achieve and maintain self-sufficiency in the production of milk in Uganda by promoting production and competition in the dairy industry and monitoring the market for milk and dairy products.

Job Overview:
The Senior Human Resource Officer will mainly coordinate and provide human resource and administrative support to the smooth running of the DDA activities.

Job Duties:
  •     Make sure that recruitment and selection of staff in accordance with Authority’s policies.
  •     Carrying out orientation and induction programmes for newly recruited staff.
  •     Technically support the DDA in managing of staff performance.
  •     Ensure staff records and personal files are duly maintained and up-dated.
  •     Initiate payroll and pay change reports.
  •     In charge of overseeing DDA’s training function.
  •     Actively participate in the preparation of quarterly performance reports for human resource and administrative department.
  •     Ensure discipline among staff in accordance with DDA Terms and Conditions of DDA Service.
  •     Ensure staff welfare services, cleanliness and hygiene of office and the DDA premises
  •     Responsible for availability of office supplies, office machinery and equipment.
  •     Ensure that the machinery and equipment are in good functional state and serviced and repaired in time.
  •     Responsible for the oversight of office utilities.
  •     Responsible for management and security of the Authority properties.
  •     Managing the authority’s transport
  •     Perform any other duties assigned from time to time.


Job Requirements:
  •     A Bachelor’s Degree in Business Administration, Human Resource Management, Social Sciences and any other related qualifications from recognized institutions of higher learning.
  •     Possession of a Post graduate qualification in a related field is an added advantage
  •     A minimum of three years’ relevant continuous experience in a large public organization.
  •     Proven knowledge and understanding of the human resource and administration processes and procedures.
  •     Excellent interpersonal and communication skills and able to work with a multiplicity of characters
  •     Should be highly innovative and creative thinker.
  •     Excellent computer, writing, presentation and negotiation skills.
  •     Possess the ability to work with minimum supervision.

Job Overview:
The WFP Programme Officer will be responsible for strengthening and expanding country market analysis and diagnostic capacity to inform programme decisions and identification of transfer modalities and will be required to undertake the following:

Job Duties:
  •     Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;
  •     Expand the current work undertaken by VAM with respect to markets / price monitoring and analysis to ensure a more comprehensive analysis conducted monthly, quarterly, annually resulting in a high quality Markets Analysis report which is disseminated widely;
  •     Manage the preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
  •     Intuitively sesign and maintain databases of indicators relating to food security and WFP projects;
  •     Provide continuing liaison with bilateral food aid programmes, with other UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects;
  •     Ensure compliance and adherence with WFP’s policies, criteria and procedures with respect to food aid;
  •     Assist in preparation/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises;
  •     Provide the WFP country office with the necessary GIS and mapping capability;
  •     Work with AME team as well as Heads of Sub-Offices to establish work plans, draw up time tables and requisite budgets required to undertake routine/emergency food security assessments in the programme areas;
  •     Provide the WFP country office, food security and vulnerability information management capacity by maintaining and updating databases of spatial and socioeconomic data;
  •     Perform any other related duties as required;


Job Requirements:
  •     A University degree in sociology, geospatial mapping,        economics, agriculture, geography, nutrition, rural development or other related field from a recognized institution;
  •     A minimum of three or more years’ postgraduate professional experience in development, food security, analytical science or any other related field gained from reputable organizations;
  •     All candidates should preferably possess the ability to compile, maintain and analyse data, prepare reports and draw initial conclusions and recommendations, work in a team, maintain effective work relationships with counter parts; flexibility in accepting work assignments outside normal desk description, ability to deal patiently and tactfully with persons of different national and cultural backgrounds
  •     Computer literacy skills i.e. working knowledge and expertise in using Microsoft Office
  •     applications;

Language Skills:
Proficiency in both oral and written English is essential;

Job Overview:
The UNICEF Education in Emergency Project Officer will technically support UNICEF to scale up the education interventions for refugee children from South Sudan. The incumbent will also ensure that UNICEF supported interventions are well coordinated with the response from other agencies and government in order to avoid duplication. The jobholder will make sure that UNICEF supported interventions also respond to the needs of host communities and that the district authorities are well informed about the emergency support provided by UNICEF in the education field. The Officer will also be responsible for preparing written reports on the situation of children and UNICEF’s education response and submit the reports to GZO and Kampala UNICEF Offices.

Job Duties:
  •     Actively monitors and provides regular updates on UNICEF supported education activities – including, Early Childhood, Primary Education and “Learning Spaces” – in the refugee settlements and transit centers. Under the overall supervision of the Chief of Gulu Zonal office and in consultation with UNHCR and other CP partners, government, and UN agencies in the area.
  •     Rigorously participate in the coordination meetings organized by UNHCR and OPM on Community Services, including Education; keep UNHCR and OPM informed on the learning activities that are implemented with UNICEF support.
  •     Regularly visit the transit centers, refugee settlements and surrounding host communities in Adjumani, Kiryandongo and Arua and inform the Chief of Zone Office Gulu as well as the Kampala Office on any issues that might impede the efficient provision of education services which cannot be solved at local level.
  •     Prepare timely reports on any new education needs that require urgent attention including child recruitment, trafficking, the mental health and well-being of children and their families, handicapped children and those with special education needs, etc.
  •     Explore options for utilization of innovative approaches to education service provision within the refugee settlements and Ugandan schools affected by the humanitarian situation; including introduction of eduTrac and other e-based platforms.
  •     Identify opportunities to work with other sectors to strengthen overall education for children by integrating education activities within their emergency response programmes. In particular work closely with Child protection partners to ensure violent free learning spaces; and with the health sector to ensure all children in ECDs are regularly screened and managed for malnutrition.
  •     Technically support the monitoring of programmes and projects of UNICEF partners related to the refugee crisis.


Job Requirements:
  •     University degree in the social sciences, Education or related technical field
  •     A minimum of two years’ progressively relevant professional work experience at the national level in programme implementation, monitoring and evaluation of education programmes or related field.
  •     Demonstrated emergency response experience in relevant field is an added advantage.
  •     Fluency in English is required and strong written and verbal communications skill therein strongly desirable.
  •     Exhaustive knowledge of the latest developments and technology in related fields
  •     Good negotiating, advocacy, and communication skills.
  •     Leadership and teamwork abilities.

About BTC Project:
The Ministry of Health, in partnership with BTC - Belgian Development Agency, is implementing a project named ‘Institutional Capacity Building in Planning, Leadership and Management in the Health Sector’. The project was designed in close collaboration with the MoH for optimal alignment with the ministry’s strategic vision and priorities as laid out in the NHP II and support to the implementation of the Health Sector Strategic and Investment Plan 2010/11 - 2014/15 (HSSIP).

The Project supported interventions take place at the MOH headquarters, as well as at various levels of the health pyramid in two regions (Rwenzori and West Nile) and at the national Health Manpower Development Centre (HMDC Mbale).

Job Overview:
The Project Administrative Officer / Administrative Secretary will work closely with the Technical Advisor on implementation and follow-up of the project support at Ministry of Health and the different implementation areas

Job Duties:
  •     Fulfill the role of secretarial ‘single point of contact’ for the project.
  •     Fulfill all secretarial requirements for the project (i.e. minutes taking, maintaining files, manage office supplies, etc.)
  •     Responsible for coordinating and supporting the project in organizing and following-up of planned activities (i.e. workshops and trainings) from the administrative and secretarial viewpoint. This includes: coordination, invitations, logistics and venue planning, execution, budgeting, liaising with key stakeholders at district levels, etc.
  •     Providing administrative support to procurement and logistics management for project activities. Aspects to support e.g. are: follow-up of tenders (preparation of letters, correspondence, filing, delivery of goods, necessary paperwork, completeness, etc.), asset registration, local procurement, HR related files, etc.
  •     Work closely with the Regional Project Officers in the West Nile and Rwenzori region to support ICB management for a smooth execution of activities in the districts and health facilities in this area. Provide support in their administrative tasks as to enable them to perform according to plan.
  •     Diverse correspondence with internal and external parties on behalf and under guidance of the management of the project. Actively and regularly participate in project planning, coordination, implementation and monitoring as member of the project secretariat.
  •     Perform any other duties assigned by the Project Coordinator or Technical Advisor.


Job Requirements:
  •     A Degree in Business Administration, Social Sciences or any other relevant field.
  •     Additional qualification in project management will be an advantage
  •     A minimum of three years proven experience in administration
  •     Past working experience in the health sector with Government of Uganda (central or local) or a reputable NGO or bilateral organization is an added advantage.
  •     Detailed working knowledge of District Local Government set-up and the health sector organization will added advantages
  •     Well organized and able to work independently and to take full responsibility of assigned tasks.
