Job Overview:
The Accountability and Mainstreaming Officer will mainly drive the key objectives which are the implementation of the standard promoted by the Humanitarian Accountability Partnership (HAP) and to ensure mainstreaming of other relevant topics such as Gender, HIV/AIDS, and Security in programmes throughout the country.

Job Requirements:
  •     The applicant should preferably hold a University degree in development studies/social sciences
  •     Comprehensive knowledge of the HAP Standard, either in theory or practice.
  •     Professional experience in gender analysis and capacity development for gender mainstreaming in the rural development context
  •     Excellent interpersonal skills
  •     Proven ability to work in international and multicultural teams.
  •     Capacity to initiate and execute tasks described above and ability to express ideas clearly.
  •     Excellent analytical skills, flexibility and adaptability, learning skills and ability to think strategically

Job Duties:
  •     Grow the understanding and strengthen practice of humanitarian accountability and quality management among staff and partners
  •     Actively coordinate/ develop a country specific accountability framework as per baseline results and recommendations
  •     Develop guidelines, tools and processes in line with the HAP standard
  •     Organize/conduct HAP training and workshops in the country
  •     Perform any other assignments on topics like gender, HIV/AIDS, Security (40% of the position)

Accountabilities:   
Grants responsibilities:

  •     Provide lead administration for the management of contracts, grants and cooperative agreements and in the monitoring and development of systems to provide sound management control
  •     Ensure that contract and sub-agreement documents and procedures are completed in a timely and correct manner and comply with FHI and donor policies.
  •     Ensure that implementing partners (IPs) comply with terms and conditions, and procedures established in the contracting and granting documents.
  •     Oversee the pre-award review of new implementation agencies and other new partners and guide subproject development with country office staff responsible for sub-agreement development.
  •     Develop the award documents (sub-agreements or contracts) in coordination with the technical programmatic and budgetary elements of the documents to ensure compliance with FHI 360 regulations.


Finance responsibilities:
  •     Review annual budgets and track expenditures against budgetary line items;
  •     Review project invoices for accuracy and allocate expenditures according to accounting systems;
  •     Approve payment of monthly expenditures within signature authority guidelines;
  •     Prepare and update reports on a daily basis and submit month-end reports to HQ according to financial procedures;
  •     Review and reconcile monthly expenditures of the bank accounts;
  •     Assist  in the preparation of financial reports;
  •     Liaise with Finance/Business Managers in HQ regarding budget realignments, specific budget issues, and status of wire transfers;
  •     Develop procurement solicitations and recommendations for potential providers of needed goods and services in accordance with USAID and FHI 360 rules and regulations;
  •     Maintain liability, workman’s compensations, and other insurance policies on behalf of the office;

Job Requirements:   
  •     Master’s Degree in Business Administration, Finance, Accounting or other relevant field, or a Bachelor’s or certified accounting degree with 10 years’ experience.
  •     Eight years’ experience in accounting, operations and financial management of large-scale, complex, international development assistance programs.
  •     Demonstrated supervisory experience, interpersonal skills and team building experience.
  •     Familiarity with USG financial reporting and compliance requirements.
  •     Demonstrated experience and skills in developing and managing large budgets.
  •     Three to five years of relevant grants and contract management experience.
  •     Prior experience building or enhancing financial management capacity of civil society organizations.
  •     Relevant experience working in or with the Tanzanian civil society sector;
  •     Experience with QuickBooks or other accounting software strongly preferred;
  •     Excellent communication and organizational skills;

Accountabilities:

Job Requirements:
  •     MS/MA in Social science with 5-7 years’ experience or BS/BA in Social science with 9-11 years’ experience.
  •     At least 5 years’ experience in OVC programs in planning report writing and presenting lessons findings to public health and policy specialists, the media and the general public.
  •     Demonstrated leadership, strategic planning, and technical skills in programming for orphans and vulnerable children with a focus on improving children’s health, nutrition, education, protection, psychosocial well-being, and care as well as addressing household economic and food security;
  •     Demonstrated experience in OVC programme quality improvement working in partnership with CSOs and Government entities at all levels;
  •     Demonstrated experience in the design and use of training curricula;
  •     Knowledgeable about adult learning methodologies and principles;
  •     Demonstrated experience in cultivating and sustaining working relationships with local partners and the government of Tanzania;
  •     Strong written and oral communication and interpersonal skills;
  •     Tanzanian national preferred.

Project Description:

Position Summary:
We are currently seeking qualified candidates for the position of Senior Health Sector Financial Specialist for a USAID-funded East, Central and Southern Africa regional project addressing the health and development needs of vulnerable populations living and working along major transport corridors in the region. He/she will provide support to regional East, Central and Southern Africa intergovernmental bodies to develop and implement regional policies, agreements and regulatory processes which reflect shared priorities in health, economic integration and development for communities along transport corridors.

This position will be based in an East African country.  Availability of this position is contingent upon successful award of the project to FHI 360 and selected candidate is subject to USAID approval.

Minimum Requirements:
  •     Advanced degree in health financing, health economics, development economics or related field
  •     Minimum seven (7) years of relevant professional experience managing and implementing health financing programs with a minimum of (5) years’ experience in sub-Saharan Africa, Eastern Africa experience preferred.
  •     Experience working with technical and political leaders in Eastern, Southern and Central African regional intergovernmental institutions in advocacy, policy, and regulatory processes development.
  •     Demonstrated ability to work effectively across a broad range of stakeholders including government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders.
  •     Demonstrated ability to communicate effectively in English, both verbally and in writing.
  •     Ability to problem-solve and recommend corrective actions as needed.
  •     Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  •     Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

Key Responsibilities and Contributions:
  •     Lead the identification, development and testing of new and innovative approaches to financing networked mixed health services for populations living along transport corridors in East, Central and Southern Africa.
  •     Catalyze transnational collaboration amongst regional intergovernmental bodies and with the private sector to identify shared health priorities for mobile populations and cross-border communities in the region and identify and implement sustainable solutions for financing health services.
  •     Identify mechanisms for engaging and incentivizing private sector and other stakeholders in the region to develop sustainable models of private contributions to health service delivery for mobile populations and cross-border communities.
  •     Work with regional companies in the transport sector to investigate developing or expanding health insurance and health savings plans for transport employees.
  •     Support local financing models such as community-based health insurance and/or Mutual Health Organizations.
  •     Support and expand community financing and savings models in the region to increase demand for and financial access to health services.
  •     Build capacity of regional intergovernmental and national-level bodies to partner with the private sector for sustainable solutions to health financing.
  •     Ensure policies promote gender equality and address issues such as sexual violence and trafficking in persons.
  •     Ensure innovations in technology are leveraged to support streamlining of health financing systems, and facilitating transnational collaboration and coordination.
  •     Produce and utilize internal and external research and data to inform programming efforts in regional transport corridor programming.
  •     Represent the project to political and technical leaders.
  •     Prepare reports and papers summarizing project results.
  •     Deliver presentations at professional meetings and conferences.
  •     Ensure project implementation adheres to company strategy and remains technically sound.
  •     Provide leadership and team building at the task level.
  •     Monitor and maintains relevant protocols, instruments, data sets, manuals, training materials and reports.
  •     Respond to requests and inquiries from internal and external staff.

Qualifications:
Education

  • Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
