The United States Agency for International Development (USAID) has funded Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice, increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to: Ensure that communities in selected districts can identify and articulate their needs and demand quality services; Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for better quality services; to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

Job Overview:
PATH seeks to recruit an Advocacy Officer to be based in Kampala, Uganda and will be responsible for the following key activities:
  •     Guide and provide technical assistance to project staff, CSO partners, and umbrella organizations on the development and implementation of effective advocacy strategies/initiatives on key health and social service policies and programmatic issues
  •     Train project staff and CSO partners/umbrella organizations on advocacy strategy development, advocacy messaging and communications, budget and planning processes, and related activities
  •     In collaboration with other project staff assess the advocacy capacity of CSO partners and work to design and develop collaborative plans to support organizational development related to advocacy, ensuring long-term sustainability of advocacy programs
  •     Contribute to the development of advocacy capacity-strengthening tools, curriculums, and trainings for CSO partners
  •     Collaborate with other project staff, CSO partners/umbrella organizations, and community groups to develop strategies and approaches to engage and link mobilized community members, leaders, and groups with broader CSO advocacy initiatives
  •     Facilitate improved networking, knowledge management, and collaboration among like-minded, advocacy-oriented CSOs and umbrella organizations
  •     Represent the project at the district, regional, and national levels to elevate project goals and contribute to dialogue on the importance of advocacy, accountability, and good governance for health and development
  •     In collaboration with other project staff, liaise with national and district officials, partner CSOs, and community groups to identify and strengthen platforms for meaningful engagement of community members and CSO representatives in decision-making and policy processes
  •     Build and maintain relationships with national and subnational governments, development partners, health professionals and professional associations, consultants, and CSOs; convene relevant stakeholders and champions when necessary
  •     Contribute to the development of project work plans and collection of monitoring and evaluation data for reporting on outcomes and activities

Required Skills:
  •     Proven ability to create and maintain effective working relationships with government personnel, NGO partners, and international organizations at various levels
  •     Knowledge of the political, social, economic, and cultural context of Uganda
  •     Demonstrated ability to communicate in English (orally and in writing) complex issues in a concise, compelling, and easily understandable manner
  •     Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook
  •     Ability to travel up to 50% of the time

Required Experience:
  • Master’s or other advanced degree in public health, social sciences, international development, or related field,
  • A minimum of five (5) to seven (7) years of professional experience coordinating and managing a wide variety of projects in Uganda;
  • Demonstrated success in planning and conducting advocacy activities to influence health-related policies in Uganda;
  • Proven experience of advocacy capacity strengthening and advisory work.

Job Overview:
The System Implementation Specialist will be based in the BID Initiative Arusha office, and will be responsible for the implementation of information systems in health facilities throughout the Arusha region as well as the Northern Zone. In addition, the Specialist will provide ongoing technical assistance to health facilities using the various systems and providing ongoing support to ensure smooth operations. The Specialist will be assigned specific districts and clinics as their responsibility area and will work in coordination with a team to implement systems and new practices across the region and zone.

Job Duties:
  •     Setting up and installing computers and software, including networks.
  •     Onsite and remote diagnosis of problems faced by end users.
  •     Delivering end user training on the system and answering ongoing questions related to use of the system.
  •     Implementing and monitoring software test plan.
  •     Monitoring and managing systems for data quality, including completeness, accuracy, and timeliness of data entered.
  •     Conducting overall data management, including basic analysis, arranging data for reporting and visibility, and reporting back to facilities and end users.
  •     Documenting processes as they are being implemented to record any enhancements and changes made.

Required Skills:
  •         Hardware and software experience—knowledgeable in preparing computer hardware and installing software, including network experience

Job Description:
PATH  seeks to recruit a Project Driver to be based in Kampala, Uganda, the driver will be responsible for the following key activities:
  •     Drive project staff and other authorized persons to and from various points.
  •     Observe and adhere to the safety precautions before and during driving.
  •     Maintain proper vehicle mileage and usage records as per requirements.
  •     Carry out daily condition checks to ensure that the vehicle is in good running order.
  •     Keep the vehicle in a clean condition in order to uphold the image of the organization.
  •     Deliver and collect mails and other documents to and from various offices as required.
  •     Pick and deliver PATH visitors and any other staff who is authorized to travel in the PATH vehicle.
  •     Maintain punctuality and courtesy and adhere to traffic laws and regulations.
  •     Maintain confidentially of PATH information at all times while executing duties.
  •     Other duties as assigned by supervisor.

Required Skills:
  •     Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions;

Job Overview:
The BID Initiative Program Associate will play an important role in supporting the overall activities of the initiative in Tanzania. The Program Associate will work closely with the Senior Program Administrator and provide key support to the BID Initiative Deputy Director and technical leads. This position will both provide the ongoing administrative support for the BID Tanzania team, as well as have the specific responsibility to manage the project timeline and integrated work plan.

Job Duties:
  •     Assist in the creation of and provide management of the project timeline and integrated work plan, including tracking of various team activities, key resource allocations, critical-path management, and parallel track planning to ensure milestones and deliverables are constantly defined and monitored across the initiative within Tanzania.
  •     Identify, implement, and manage team tools to improve communication, work efficiency, and collaboration within the Tanzania BID Initiative team, as well as with team members in other countries as needed through virtual teaming practices.
  •     Responsible to ensure proper planning, completion, and dissemination of deliverables in coordination with Tanzania leadership team; develop and maintain tracking systems for project implementation.
  •     Draft correspondence to partners and collaborators, including cover and thank-you letters and general email correspondence.
  •     Support activities led by initiative technical staff by helping to plan events, logistics, basic information gathering, and support with overall coordination of activities.
  •     Serve as project point person for email, faxes, and other correspondence; alert appropriate individuals regarding necessary action items and gather information to draft responses to routine incoming correspondence.
  •     Maintain appropriate electronic and paper information management systems, including maintenance of Tanzania SharePoint site on BID Initiative central site.
  •     Maintain project calendars and travel schedules and coordinate with Seattle-based BID Program Assistant on BID-related international travel and meetings.

Job Overview:
The Office Coordinator/Senior Driver will be based in the BID Initiative Arusha office, and will have the primary responsibility of managing the transportation and fleet in the North Zone for the initiative. This position will also perform the functions of a driver at times, including driving in rural areas and challenging roads. The Office Coordinator/Senior Driver will also be responsible for key support activities for the Zonal Coordinator and the running of the Arusha office. The Office Coordinator/Senior Driver will support the Zonal Coordinator in the overall operations in the area, and will be supervised by the Zonal Coordinator.

Job Duties:
Administrative:

  •     Answer telephones, take messages, welcome visitors.
  •     Serve as a PATH agent for banking transaction and ensure all office bills are paid in a timely manner.
  •     Provide timekeeping and expense documentation in correct format to staff based in Dar es Salaam for inclusion in monthly field office financial reports.
  •     Obtain quotations for purchases and maintain office supplies and other materials needed for Arusha office operations
  •     Manage the schedules of cleaning, security, and ground maintenance workers, and ensure their work meets expectations.
  •     Facilitate the logistics of activities and workshops in coordination with the North Zone team and technical leads.
  •     Register workshop participants and coordinate payment of per diems to workshop participants as needed; keep clear records of cash disbursements and workshop related payments.

Transport:
  •     Serve as designated driver for country office team and visitors, in coordination with other drivers according to needed transportation.
  •     As driver, be responsible for maintaining trip log, performing needed repairs while in the field, and following all Tanzania laws and safe driving practices.
  •     Schedule & coordinate travel in the zone, with distribution of transportation for field work (including coordinating rental vehicles as needed).
  •     Ensure all drivers complete trip log form for each trip and submit for review and administrative approval
  •     Ensure maintenance of project vehicles, including licensing, parking fees, servicing, cleaning, and repairs.
  •     Pick up supplies and other requisitions for the Arusha office and field operations as needed.

Required Skills:
  •     Driver license (Categories B, C3 and D).
  •     Min. 5 years professional driving experience with a reputable organization is required
  •     Able to drive a vehicle off road (i.e. 4 wheel driving).
  •     Self-motivated and friendly personality.

Job Duties:
  •         Conducting training sessions related to use of new systems and associated practices related to data collection, data quality and data use.
  •         Provide ongoing mentoring and coaching to health care workers related to new practices or interventions to ensure they fully understand and implement them accordingly.
  •         Schedule and conduct regular visits to health facilities to monitor ongoing activities.
  •         Work with team members to do basic data analysis and design data for reporting and providing feedback to facilities.
  •         Document processes as they are being implemented to record any enhancements and modifications made.
