About GPE:
The Global Partnership for Education (GPE) Program is a programme where various donors pool funds together to support low income countries towards the achieving the Millennium Development Goal (MDG) of Universal Education For All (EFA) and gender parity in education.

In July 2011. Uganda became eligible for a grant from the Global Partnership for Education (GPE) Fund (GPEF) as support towards the implementation of the Education Sector Strategic Plan (ESSP). In November 2013, Uganda's Application for the grant worth USD $100M was approved by the GPE Board. The development partners, in consultations with the Government of Uganda endorsed the nomination of World Bank to act as the Supervising Entity for the grant.

The Project Development Objective is to support the Government of Uganda in improving teacher and school effectiveness in the public primary education system. The project is centered on improving education service delivery at teacher, school and system level to realize meaningful gains in pupil achievement in primary grades.


Job Overview:
The Monitoring and Evaluation Specialist will be responsible for the development of robust M& E plans and implement them to track the progress of the project and provide recommendations for appropriate interventions and strategies to ensure successful project execution. Maintain and update auditable project documentation

Job Requirements:

  • Bachelors' Degree in Economics, Statistics, Development Studies or its equivalent from a recognized university with a relevant Post graduate degree in monitoring and evaluation from a recognised university and/or an internationally recognised certification in international development project management
  • At least five (5) years of experience in managing the M&E functions in a public or private institution.
  • Good understanding of the project cycle of donor funded projects is an essential requirement
  • Extensive knowledge of sector wide approach (SWAPs) is an essential requirement.
  • Working knowledge of the M&E protocols in donor funded projects is an added advantage.
  • Good knowledge and understanding and interpretation of development project result- based logical framework

Job Duties:
  •     Developing the project's monitoring and evaluation plans which includes developing their monitoring and evaluation database/framework and the related tools such as the Gantt chart, action matrices and work plans as may be necessary and develop them on an annual, quarterly or ad hoc basis and use them to evaluate and monitor the performance of the Project;
  •     Monitoring the progress of Project Components to ensure adherence to the budget provision, set specifications and agreed implementation schedules;
  •     Advising and making appropriate recommendations to the management team on identified project implementation strategies and project targets and operational problems through reports, review meetings and site visits;
  •     Convening, generating and processing the minutes of all the Project's quarterly performance review meetings that are held either as a stand alone activity or alongside on-going supervision missions fielded by the World Bank
  •     Preparing and producing annual, quarterly, and ad hoc reports summarizing the performance of the project for the Local Education Group (LEG), Office of the Prime Minister (OPM), Ministry of Finance, Planning and Economic Development (MoFPED) and MoES;
  •     Facilitating missions from the LEG including organizing the stakeholders' workshops;
  •     Organising and participating in site handovers to contractors at the beginning of the civil works activities (ground breaking) and to the beneficiary communities at the completion of the civil works activities (commissioning);
  •     Technically supporting the process of formulating follow up interventions:
  •         Maintain an electronic database of the progress of project activities in still and video format and;
  •         Leading the process of preparing the Project Completion Report (PCR);
