Job Overview:
The ICT Administrator will be responsible for maintaining and expanding the existing ICT infrastructure, in-house staff training in ICT use, installation of hardware and software as well as implementation of existing and new software application. The incumbent will also be responsible for trouble shooting and liaising with the ICT service providers of the company.

Job Requirements:

  • University degree in ICT technology. Extensive experience in Microsoft Office Software Applications (MS Word,
  • Excel, PowerPoint, Outlook), MS SQL Server Administration and SQL application development, Quickbooks Enterprise ERP application Administration
  • A minimum of five years’ professional experience
  • Good oral and written communication skills in English
  • High personal initiative
  • Be a good team player
  • Ability to work under pressure.

Job Duties:
  •     Compile, prepare, review, and monitor the implementation of the project annual procurement plans;
  •     Synchronize the procurement budgets in line with the project objectives;
  •     Coordinate the timely solicitation of statements of requirements: collate similar needs into bulk procurements to benefit from economies of scale.
  •     Prepare bidding documents and ensure their timely submission for review and approval by the World Bank;
  •     Work closely with the different line ministries, departments, ensure that the service provider and contractors specifies the right goods and services;
  •     Coordinate the advertisement and receipt of the bids/tenders;
  •     Work closely with the MoES's Procurement and Disposal Unit, undertake the evaluation of bids and lead the preparation of the bid evaluation reports.
  •     Ensure that World Bank rules and procedures are followed at all the different procurement stages including ensuring that ‘no- objection" is obtained at all stages of the procurement processes;
  •     Contribute to the preparation of Quarterly Project Progress Report;
  •     Prepare draft contract agreements and ensure that they are forwarded to Solicitor General (SG) for clearance and organize the contract signing after SG's clearance;
  •     Participate in contract negotiations and technical discussions with consultants, suppliers and contractors and provide procurement guidance.
  •     Manage and appraise performance of service providers (suppliers, contractors and consultants) to achieve set Key Performance indicators (KPI’s);
  •     Manage equipment warranties, insurance and contractor performance securities (defects liability period);
  •     Verification of goods / supplies and;
  •     Offer advice to the Coordinator on all procurement issues
  •     Perform any other duty as assigned.
