About USAID Project:
MSH seeks to strengthen the Government of Uganda’s health system and to improve the availability and accessibility of essential medicines and health supplies (EMHS). The goals of this procurement are to 1) strengthen the policy and legal environment governing pharmaceuticals in Uganda and in particular the financing at all levels of EMHS; 2) strengthen finance, affordability and equity of EMHS in Uganda; 3) strengthen pharmaceutical financing through improved financial and commodity tracking and information management; 4) strengthen cost recovery and other co-financing mechanisms and 5) strengthen pharmaceutical financial management capacity at health facility level.
Job Description:
The Senior Monitoring & Evaluation Advisor works closely with the CoP and the Technical Advisors to ensure the development and implementation of the performance management plan (PMP) as well as program indicators necessary to track program targets and objectives. H/She also supports the MoH and other relevant stakeholders to establish adequate national supply chain indicators and works with the Technical Advisors to ensure that developed information system tools adequately capture these indicators. H/She oversees the tracking, analysis, interpretation and utilization of all program data as well as the compilation of program quarterly and annual reports. The Advisor reviews and analyzes data and helps ensure their dissemination and utilization. In coordination with other staff, the Advisor contributes to the development of the research agenda and provides leadership in the analysis and use of research results and findings. The Senior M&E advisor must be well acquainted and hand on experience with USAID M&E procedures and practices and have knowledge and experience of logistic and supply chain management indicators. The M&E will assist in the design and implementation of impact assessments in regards to pharmaceuticals and supply chain management. The Advisor provides these efforts in a participatory and inclusive manner. In carrying out these responsibilities, s/he establishes, nurtures, and maintains strong working relationships with a wide range of players with varied perspectives.
Job Requirements:
- The prospective MSH candidate must hold a Master’s degree in public health, demography, statistics or related field.
- At least ten years’ experience in health sector / systems monitoring and evaluation
- Demonstrated computer skills in Microsoft Office Suite applications and statistical packages such as STATA.
- Documented experience in pharmaceuticals, intervention study design/analysis/write-up.
- Statistical education combined with MD/Pharmacist/MPH type qualification.
- Good understanding and familiarity with supply chain concepts and pharmaceutical/logistic indicators
- Capacity building/training experience a plus.
- Practical experience with USAID M&E procedures and practices, and reporting requirements is highly desired.
- Possess the ability to work in a fast-paced teamwork environment to meet required deadlines.
- Demonstrated effective leadership and interpersonal communication skills.
- Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write/edit reports.
- Ability and willingness to travel within Uganda at least 20% of the time.

Job Duties:
- Offer technical leadership in the review and execution of the project performance management plan (PMP) including compilation and updating indicator sheets to enhance data collection, storage and use.
- Work with the various stakeholder M&E Specialists in setting up their M&E systems and implementing them (Stakeholders include Pharmacy Division, JMS, MAUL, NMS, and NDA).
- Offer technical expertise to acquire, manage, and analyze data in support of adhoc requests and studies as they arise and in support of standard reporting requirements.
- In charge of planning and implementation of M&E related capacity building activities including review of training materials , coordinating M&E trainings and supervision of consultants.
- Take lead of the data quality assurance role for the project including implementation of data quality assessments to ensure accurate and consistent data collection among regional teams and implementing partners.
- Prepare M&E related reports and contribute to quarterly and annual reporting as relevant.
- Ensure timely and quality completion of all M&E deliverables in line with USAID requirements including update of the USAID reporting systems.
- Contribute to the development of the annual work plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activities in the work plan.
- Ensure data cleaning of data collected from the Supervision, Performance Assessment and Recognition Strategy (SPARS), one of the key intervention areas, and of any other data collected in the project.
- Offer technical leadership and guidance in the design of intervention studies and subsequent statistical analysis, write-ups and reports on these studies including evaluations of program interventions and supervision of consultants working on these studies.
- Supervise staff working in M&E department.
- Participate in regular meetings of Project management team.
- Perform any other duties as assigned.
