Project Description:
Support combination HIV prevention programming targeting key and vulnerable populations in accordance with global best practice, donor requirements and FHI 360 requirements.
Job Duties:
  • Support the social and behavior change communication component to generate uptake of integrated HIV and broader health services.
  • Provide technical assistance to partners, host governments and other stakeholders  in SBCC strategies and programming; including review of relevant tools, manuals and curricula
  • Serve as a subject matter expert on established or emerging interventions to prevent the transmission of HIV and AIDS/STI/TB and increase utilization of these services as well as FP/RH among key and vulnerable populations.
  • In support of the technical team track relevant biomedical, behavioral and structural research activities and other emerging high- impact, evidence-based interventions.
  • Provide strategic technical guidance to the program team and partners on implementing PEPFAR Guidance for the Prevention of Sexually Transmitted HIV Infections for key and vulnerable populations.
  • Support the knowledge management function of CB-HIPP by gathering and packaging relevant lessons learned and best practices on combination HIV prevention.
  • Maintain regular communication with implementing partners to ensure combination HIV prevention activities are tailored to the varying needs and context of key and vulnerable populations in the region and in line with guiding CB-HIPP strategies and quality standards.
  • Assist implementing partners to troubleshoot implementation challenges, and bring any major management or politically sensitive issues to the attention of the Chief of Party.
  • As part of the technical team, provide strategic, technical and administrative guidance on all supported services as required.
Job Requirements:
  • Knowledge of HIV and AIDS and broader health programs in the East, Central and Southern Africa region.
  • Excellent analytical, communication and writing skills.
  • Ability to manage projects, set priorities, and plan for the successful implementation of programs.
  • Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV infections.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.

Qualifications:

Project Description:
CB-HIPP accelerates uptake of new evidence and strengthens the use of existing information to support regional HIV policy and programs by facilitating the use of knowledge generated through research and program information.  The project is establishing a knowledge management platform to facilitate the collection and coordination of evidence and other relevant information to improve regional and country programming and policies.  The platform will also connect users to relevant resources for gray literature and open-source peer-reviewed literature.  The project works closely with key stakeholders, including USAID, EAC, regional and local policymakers and implementing partners to improve the use of evidence by synthesizing and packaging the information to facilitate use; and translating evidence into actionable findings, concrete recommendations, and user-friendly tools and resources.

The Technical Officer Knowledge Management (TO/KM) will be a key member of the Research and Learning team and fully participate in development of the infrastructure and processes to capture knowledge and experiences gained through CB-HIP and other programs.  She/he will support the overall goals of CB-HIPP Learning and Knowledge Management including development of tools, applying them, training and orienting staff and partners in knowledge sharing techniques and tools to foster Learning.  The TO/KM will provide assistance in communication, documentation and dissemination of success stories, promising practices and lessons learned in HIV and broader health programming on transport corridors and cross-border communities in East, Central and Southern Africa (ECSA) region. She/he will support program reporting, identify resource materials to inform strategic planning, and facilitate communication across CB-HIPP Partners, Partner States and the donor.

Job Overview:
  • In close collaboration with other Research and Learning staff design CB-HIPP Knowledge Management Strategy and agenda to promote a learning culture;
  • Participate in developing or adapting, maintaining and promoting tools and approaches to enhance Collaborative Learning and Adaptation including documentation of best practices and lessons learnt to facilitate sharing of ideas and work among internal teams and external partners and stakeholders;
  • Building on USAID’s Collaborative, Learning and Adaptation  framework, develop a specific learning agenda that will promote an internal culture of learning and or sharing with other stakeholders within ECSA region and beyond;
  • Define customized Learning and Knowledge Management capacity development plans for CB-HIPP partners based on project needs;
  • Assist in the packaging and dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders;
  • Assist in the preparation of project communication and information instruments including presentations, briefing material for dissemination to different audiences in coordination with supervisor and Chief Of Party;
  • Participate in the identification and pursuit of potential opportunities to promote CB-HIPP through events, meetings and conferences that result in an increased awareness of CB-HIPP strengths and contributions in HIV prevention;
  • Support design and maintain the project web-portal including generation, preparation and editing of content to ensure materials are consistent and up to date;
  • Develop and manage all project Learning and Knowledge Management platforms including but not limited to Web portal, newsletter, facilitation of community of practices and other communication products;
  • In close collaboration with CB-HIPP leadership support media relations including maintaining a sound media relations strategy that promotes project work by identifying opportunities for media coverage;
  • Contribute to timely, accurate and appropriate reporting of program activities and results to the donor, including progress reports and annual reports

  • At least five years in a technical leadership/oversight role for a project of similar size and complexity, including experience with direct supervision of professional staff;
  • Strong leadership, communication, interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners and lead a multi-disciplinary team;
  • Five years field experience as a senior management experience in health communication program of equivalent size and scope, preferably in Tanzania or East Africa;
  • At least 10 years of progressively increasing responsibility working in public health in the fields of HIV prevention services for key population and other vulnerable population, community development, health communication, promotion and/or education;

Job Overview:
The Director of Monitoring, Evaluation and Research will lead the research, learning and adaptation component of the project, testing and evaluating local solutions to health and social welfare systems bottlenecks and community barriers impeding the provision of quality services to key and vulnerable populations.

This position will be based in Dar es Salaam, Tanzania.  Availability of this position is contingent upon successful award of the project to FHI 360 and selected candidate is subject to USAID approval.

Job Duties:
  • Lead the monitoring, evaluation and research component for the CP2 program, designing and implementing mechanisms for continuous learning, collaboration and adaptation;
  • Lead efforts to identify key research questions and develop research studies related to addressing health outcome barriers for target populations at the community, regional and national levels, spanning a range of issues such as health financing, quality service provision, demand generation, and policy harmonization;
  • Take final accountability for baseline size estimation, mapping and formative research activities; sampling and analysis of service statistics to measure saturation; evaluation of novel pilot interventions for key and vulnerable populations, including girls ages 15-24; and implementation science to improve the effectiveness and efficiency of program interventions;
  • Lead development and testing of the integrated core and expanded service package of health and social services tailored to the needs and contexts of KVP and contribute to the identification of successful models for scale-up to achieve saturation;
  • Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, regional and national levels, intergovernmental bodies, donors, partners and other stakeholders; promote forums that facilitate collaboration, learning and action as a result of this information;
  • Lead learning and adaptation including dissemination of program results through various forums and publications; deliver presentations at professional meetings and conferences;
  • Oversee the program monitoring and evaluation component, including data collection, data quality assurance, analysis and reporting;
  • Ensure that data from CP2 link with national and regional health management information systems and promote data use among stakeholders for learning, programming and policy development;
  • Build capacity of CP2 staff, government and other stakeholder counterparts and implementing partner staff in program monitoring and evaluation, data collection and management, and research and learning methods;
  • Ensure all research and evaluation conducted under the project include a gender focus that promotes gender equitable programming;
  • Contribute to reports and papers summarizing project results and evidence;
  • Ensure research implementation adheres to company policies and standard operating procedures and remains technically and ethically sound;
  • Provide leadership and team building at the task level;
  • Monitor and maintains relevant protocols, instruments, data sets, manuals, training materials and reports;
  • Respond to requests and inquiries from internal and external staff.

Job Minimum Requirements:
  • Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline;
  • Minimum eight years working on monitoring, evaluation and research in the health communication field, managing data intensive programs and designing monitoring and evaluation (M&E) methodologies and tools, with progressively increasing responsibility;
  • Demonstrated expertise in the design and implementation of rigorous quantitative and qualitative research studies, rapid appraisals, etc., and methods for data analysis;
  • Hands-on practical experience setting up and managing M&E systems for health programs in developing countries, and the ability to coach and train others in their use;
  • Proficiency managing complex sets of quantitative data, including data collection, conducting data quality checks, and analyzing data;
  • Expertise with data analysis software for quantitative and qualitative data analysis e.g., Epi Info, Stata, SPSS, NVivo, or similar databases;
  • Knowledge of M&E issues and indicator development for system strengthening/capacity building;
  • Demonstrated ability to work effectively across a broad range of stakeholders including government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders;

Job Overview: The UNDP Executive Associate will be  responsible for the effective and efficient functioning of the DCD/O’s office whilst ensuring full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made. The Executive Associate works in close collaboration with Front Office, Programme, Business Development and Operations Teams, UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas.

Key Duties and Responsibilities: 
1. Ensures effective and efficient functioning of the DCD/O’s Office focusing on achievement of the following results:
  • In charge of the management of the DCD/O’s Office, ensuring an environment of professionalism and teamwork at all times, and setting exemplary standards of conduct for the CO team;
  • Efficient and discreet management of the DCD/O’s schedules;
  • Responsible for the organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points;
  • Screening of all incoming communications, filter outgoing correspondence for supervisor’s signature, clearance and further action by other staff; wherever possible;
  • Adherence to appropriate protocol and correspondence guidelines by CO team when communicating with Government and other external partners;
  • Use of automated office management system.
2. Ensures provision of effective communications and administrative support to the office focusing on achievement of the following results:
  • Responsible for the maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system;
  • In charge of the coordination of the information flow in the office, and dissemination of corporate and interoffice communication to staff as required;
  • Active facilitation of information sharing with, Programme and Operations Teams as well as other units;
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to DCD/O’s Office.
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports and minutes of meetings when requested, translations when required;
  • Administration of travel, meetings, appointments and briefings of DCD/O; including drafting of background notes;
  • Maintenance of Teams’ status reports, best practices, lessons learned, publishing on section intranet and compiling of information for operations SOPs maintenance and sharing with all staff;
  • Support to organization of UN Surveys (Hardship, Cost of Living and DSA) by sending out instructions, coordinating data collection from agencies and drafting the consolidated reports;
  • Support to any other Operations Unit if required.
3. Administrative support to the UN Operations Management Team (OMT) focusing on achievement of the following results:
  • Drafting agenda points for OMT meeting and organizing the meetings;
  • Taking notes of OMT meetings and preparing minutes;
  • Following up on recommendations and actions decided by the OMT.
4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for UNDP staff on coordination, administration and protocol issues.

Job Requirements: 
  • The candidates for the United Nations UNDP Executive Associate vacancy should hold Bachelor’s Degrees in Public Administration or  any other discipline with a specialized  training in secretarial and office management;
  • Six or more years of progressively responsible secretarial, administrative, programme experience is required at the national or international level.
  • Significant experience in the usage of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems
