ActionAid Uganda (AAU), a national development organization registered under the laws of Uganda and with a local Board seeks to recruit suitably qualified, self-driven, result-oriented candidates for the following positions: Projects Manager, Monitoring & Evaluation Officer, Program Coordinator Sustainable Livelihoods, Project Coordinator Public Financing and Agriculture, Graduate Trainee and Driver. The successful candidates will be based at ActionAid Head Office in Kampala with frequent travels to our field offices.
Job Overview:
Coordinate the implementation of the ‘Public Financing and Agriculture Project’ in Uganda and will provide overall leadership in the planning, management and monitoring of the implementation of the project activities.
Project Purpose:
The long-term goal of this project is to increase resource allocation to the agricultural sector by government and donors achieved through smallholder farmer movements led resource tracking, campaigns and policy engagements on inclusive policies.
Job Requirements:
1. An honors Bachelor’s Degree in either Agriculture, Social Sciences, economics,development studies or environmental studies.
2. 2-3 years demonstrable experience undertaking advocacy and campaign work.
Knowledge of;
• Sound understanding of rights based programming
• Knowledge in expenditure tracking and skills in use of social accountability tools and methods
• Clear understanding of government budgeting and planning processes, and as well as functioning of decentralization system
• Wide understanding of current global food security debates
• Knowledge of the national food and nutrition security policies, plans and programs
• Commitment to women’s rights and understanding of gender analysis
• Good knowledge of agriculture sector policies, and budget analysis
• Good communication skills
• Skills and experience in simplifying and dissemination of complex information to farmer groups and grass root communities
• Experience in policy development work including skills in organizing policy influencing and other campaign events
• Proven ability in linking and networking with broad spectrum of people and organizations.
• Ability and flexibility to work for long hours, under pressure.
• Sound knowledge of project planning, monitoring and evaluation, Experience of facilitating workshops, working with media and public presentations, grassroots development work, and team building.
Language/s:
He/She MUST be fluent in English, Luo and any other Local Language/s
Job Duties:
a) Analysis and dissemination of agriculture policies, strategies and budgets to farmer groups, partner organizations and policy makers.
b) Organizing and facilitating policy influencing dialogues both at regional and national level with policy makers and legislative members
c) Planning and coordinating key campaign events and moments
d) Designing and commissioning relevant studies
e) Work closely with the local rights program teams and the National Program Coordinator (Sustainable Livelihoods) to ensure timely planning and implementation of the project activities in line with the project documents.
f) Provide ongoing assistance, capacity building and training for partners and community groups
g) Develop quarterly work (action) plans and budget for the project, and ensure linkage of the project with broader ActionAid programs and targets.
h) Support partner NGO and networks implementing national level activities related to the project activities and provide regular feedback to the program coordinator and management on the progress of the project.
i) Write and share periodic project reports including quarterly, semi-annual and annual basis with Program Coordinator and project management team as required by ActionAid Accountability Learning and Planning systems.
j) Mobilize, coordinate and participate in advocacy initiatives related to the project at local, national and otherwise.
k) Lead in field project M&E related activities including regular project monitoring, evidence generation and organizing and facilitating partner participatory and reflection events for learning among others.
l) Lead in documentation, dissemination and sharing of learning from the project.
m) Perform any other related activities as may be assigned.
