About IntraHealth:
Building on 20 years of experience in Uganda, IntraHealth is collaborating with the Ugandan government and national health associations to train health workers and strengthen health care services. The country’s critical shortage of health workers has an especially detrimental effect on Uganda’s ability to increase citizens’ access to high-quality health care.
Uganda has worked hard in recent years to improve the health of its population. However, as the top cause of death, HIV/AIDS continues to challenge the capacity of the health system to respond, as do other leading causes of death such as communicable diseases and malaria.
Uganda has only one health worker for every 607 people and is able to fill fewer than 60% of public-sector health positions. Although 87% of the population is rural, health worker positions in rural regions draw fewer candidates than the more attractive jobs in urban sites. Problems related to performance, retention, skills, motivation, and absenteeism also shape the health workforce environment. Addressing these challenges requires better management of the existing health workforce, improved strategies to attract and retain health workers in rural and remote areas (especially for services such as HIV/AIDS), and more attention to preservice education and in-service training for health professionals.
Job Overview:
IntraHealth is seeking a Pre-Service Education (PSE) Team Leader to be based in Kampala, Uganda. This position is contingent upon funding.S/He will:
- Provide technical assistance to strengthen pre-service training in Uganda on behalf of this project.
- The PSE Team Leader’s responsibilities shall include planning, coordination, and technical direction and oversight of all PSE project activities for health.
- Provide strategic guidance, vision and leadership to all PSE aspects of the program working closely with the MOH, MOE and all key GOE stakeholders in Uganda.
- Closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) on all reports, documentation and deliverables required by the donor, the United States Agency for International Development (USAID).
- Travel within Uganda to program sites and participate in conferences and/or meetings, as needed.
Job Requirements:
• Master’s degree in Education, Public Health Education/Behavior Change or related areas with at least 8 years of relevant clinical, and training and learning experience.
• Experience providing technical leadership in the implementation of PSE programs, preferably for health cadres in Uganda.
• Proven ability to direct and manage a team with the ability to work with partners, USAID and the headquarters staff.
• Demonstrated diplomatic and interpersonal skills and ability to work in a complex and changing environment with all key stakeholders.
• Ability to liaise with donors, implementing partners and host country government.
• Proven ability to develop and work within approved work plans.
• Excellent oral and written communication skills in English.
• Computer literacy in MS Office applications including Word, Excel, Power Point, and Outlook.
• Willingness to travel 25% within the country and periodically internationally.
Job Duties:
• Provide senior technical leadership in developing trainings and innovative strategies to increase the supply and availability of various cadres of health works and to ensure their sustainable replacement and retention.
• Serve as a key member on the Project Leadership Team (PLT) as one of the key senior technical staff members.
• Ensure educational and training programs are appropriately aligned with the job expectations of the target cadres and the needs of the persons who will be trained.
• Provide technical assistance on standardizing training curricula.
• Create or modify instructional plans and materials as needed to establish practical, simple, instructionally sound, focused training approaches that can be replicated in existing conditions.
• Work with counterparts using Performance Improvement and Learning for Performance approaches to identify the specific areas where training institutes need strengthening and follow up as indicated.
• Develop strategies for strengthening practicum sites, mentors, and tutors and building local capacity.
• Prepare trainers to deliver and manage trainings.
• Participate in the development of all PSE aspects of annual work plans, monitoring and evaluation plans, and budgets according to USAID requirements.
• Oversee the collection of information and the documentation of progress towards results for all PSE project activities in partnership with all key stakeholders and the COP.
• Identify short-term technical assistance PSE needs; develop scopes of work, and arrange for contracting and fielding of qualified international and local consultants as needed.
• Monitor program activities, and progress related to impact and sustainability of innovative interventions.
