WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Job Duties:
Under the supervision and general direction of the WHO Representative for Uganda, and supervision of the Health Systems Cluster Leader, the incumbent will support Ministry of Health and partners as a Technical Advisor responsible for strengthening the public health information management in Uganda: He / She will perform the following functions:

  •     Support the health sector, working with the eHealth technical working group, to strengthening national efforts in eHealth/HIS as well as planning, development and deployment of appropriate information and communication technologies (ICTs) to enable eHealth platform to monitor outcomes of Maternal and Child Health (MCH) and promote integration with HIV/AIDS activities.
  •      Strengthening ICT infrastructure through supporting implementation of the health technology framework for the health sector
  •     In collaboration with the Inter country support team of WHO and ECSA, strengthening regional efforts in health/ HIS as well as planning development and deployment of appropriate information and communication technologies (ICTs)
  •     Strengthening exchange of health information systems efforts within East African to strengthen regional and crossborder surveillance informatics agenda
  •     Strengthen IHR implementation using health Strategies
  •     Support further development of DHIS 2 and mTRAC
  •     Support data analysis to inform health sector performance Technical Assistance (TA) will include training of MOH staff to manage the systems, implement the eHealth policy and strategy hence, contributing to the 140k PEPFAR HRH target and sustainability. The principle behind this collaboration is to increase impact through strategic coordination and integration by building partnerships and linkages with other global health  initiatives in the country, with the aim of aligning programs with government priorities and enhancing country ownership. It will contribute to the improvement of health systems and strengthen the delivery of health services by increasing capacity for more efficient and effective planning through the use of information systems and the use of quality data for decision making.
  •     Activities will involve putting in place a Health facilities management system for a Regional referral hospital and this will be scaled up to other hospitals in collaboration with other partners. The Health facilities management system has several components but the activities herein will focus on functionalizing the patient centric information and pharmacy and medical supply chain information system.

Education and Professional Training:
    •     Basic training in computer science, IT, or related discipline, that demonstrates the ability to perform the duties and responsibilities as described
    •     Masters Degree in Public Health Informatics or related fields;
    •     Masters in Public Health or Health Services Management will be an added advantage.
    •     Knowledge of various data management packages such as EPI Info, SPSS, STATA, MS Excel, or SAS.

    Experience:
    •    At least fi ve (5) years’ experience in health information management with a reputable organization with acceptable evidence of knowledge, competence and contribution to the organization’s goals.
    Skill and Ability to:
    •     Communicate effectively in both oral and written forms; interact with users and office staff in non-technical clear terms.
    •     Work independently and as a team member.
    •     Set priorities and organize work to meet strict reporting deadlines.

    Languages required:
    • Thorough knowledge of the English language. 
    • Working knowledge of French would be added advantage.
