About AEC
The Energy and Water Utilities Regulatory Authority (EWURA) is an autonomous multi-sectoral regulatory authority established by the Energy and Water Utilities Regulatory Authority Act, Cap 414 of the laws of Tanzania. It is responsible for technical and economic regulation of the electricity, petroleum, natural gas and water sectors in Tanzania pursuant to Cap 414 and sector legislation.
Functions:
The functions of EWURA include among others, licensing, tariff review, monitoring performance and standards with regards to quality, safety, health and environment. EWURA is also responsible for promoting effective competition and economic efficiency, protecting the interests of consumers and promoting the availability of regulated services to all consumers including low income, rural and disadvantaged consumers in the regulated sectors.
Job Overview:
The Risk manager will be responsible for managing the Authority’s risks which include but not limited to its employees, customers, reputation, regulatory systems, assets and interests of stakeholders and provide advice to the Authority on any potential risks to the efficacy or existence of the Authority. Generally, he/she will take charge in identifying and assessing threats, put plans in place for if things go wrong and decide how to avoid, reduce or transfer risks.
Job Requirements:
- Possession of Bachelors degree from recognized university;
- Possession of Masters or Postgraduate degree is an added advantage;
- Minimum of five (5) years experience in managerial level with sufficient exposure to organizational or business risks management;
- Knowledge and Competence in Information and Communications Technology (ICT) applications (Word for Windows, Excel and PowerPoint) and ability to work with figures;
- Ability to effectively interpret and apply policies, instructions and regulations;
- Ability to compile management report and present at senior level;
- Well developed verbal and written communication skills and good interpersonal management skills;
- Analytical and innovative thinking skills and problem solving skills
- Proven ability to design, develop, implement and manage organizational risk management programmes.
Job Duties:
- To undertake risk assessment in all operational areas of the Authority
- Preparation and updating the risk register on annual basis.
- Developing and communicating risk management policies and instructions for the Authority:
- Planning, designing and implementing an overall risk management process for the Authority;
- Facilitating departmental risks identification and assessment, which involves analyzing, describing and quantification of risks affecting the authority’s activities;
- Facilitating departmental risk evaluation, which involves comparing estimated risks with criteria established by the Authority including costs, legal requirements and environmental factors, and evaluating the Authorities’ previous handling of risks;
- Establishing an internal control framework for risk management
- Establishing and quantifying the Authority’s 'risk appetite', i.e. the level of risk management is prepared to accept;
- Conducting performance monitoring and evaluation and compiling departmental risk management reports;
- Reporting in an appropriate way for different audiences, for example, to the board of directors so that they understand the most significant risks, to heads of divisions to ensure they are aware of risks relevant to their divisions and to individuals to understand their accountability for individual risks;
- Implementing health and safety measures and making business continuity plans to limit risks and prepare for if things go wrong;
- Conducting review of Authority’s policies and assessing compliance with established standards, including liaison with external auditors;
- Providing support, education and training to staff to build risk awareness within the Authority.
- To undertake any other duties as assigned by the Director of Internal Audit.
