Job Description:
The Household Economic Strengthening Advisor will offer technical support to ChildFund's HES portfolio. S/he will be responsible for contributing technical expertise to interventions targeting destitute, struggling growing, and youth-headed households to implement technical and vocational skills training, workforce development programs, and microenterprise activities. The HES Advisor is expected to have a strong background in conducting market analysis, facilitating market linkages and tracking outcomes of HES programming including job placement, post-training earnings and participant satisfaction.

Job Requirements:

  •     The prospective employee must hold an advanced degree in Economics, International Affairs, or other relevant field.
  •     At least ten years’ experience designing and implementing household economic strengthening interventions. At least five years of experience in a technical advisory role.
  •     Detailed knowledge and understanding of market-based household economic strengthening interventions and best practices, including savings, credit and investment groups, basic business skills training (Micro-enterprise selection, planning and management), farmer field schools methodology and youth vocational trainings.
  •     Deep understanding of interplay between household economic vulnerabilities and child development and protection issues would be a plus.
  •     Firm grasp on relevant safeguards measures appropriate for household economic empowerment programs.
  •     Past exposure and experience working successfully with government agencies engaged in promoting improved livelihoods for households and the provision of social protection services.
  •     Good familiarity with household economic empowerment programs currently being implemented in Uganda and East Africa.
  •     Excellent interpersonal skills, cross-cultural communication, and ability to manage high-level relationships.
  •     Strong technical writing in English and oral communication skills.
  •     Ugandan candidates highly preferred.

Job Duties:
  •     Offer significant inputs to the development and updates of HES training manuals ensuring the inclusion of women, people with disabilities and youth in programming strategies.
  •     Take lead in the implementation of HES interventions through the development of work plans, technical reports, oversight of implementing partners, training field staff and offering support supervision.
  •     Offer training and oversee implementation of HES activities by project field staff and local implementing partners.
  •     Maintain records of project participants. Significantly contribute to the design and consistent use of tools to detect and address unintended effect of HES activities on children's wellbeing.
  •     Work closely with government officials and other local stakeholders to propose HES activities and family support strategies that will be sustainable after project close-out.
  •     Mentor and build community capacity to manage HES activities.
  •     Actively contribute to the development of monitoring and evaluation tools to measure the impact of HES interventions on children's wellbeing.
  •     Technically support the continuing programme development through leading in networking and fundraising efforts for HES portfolio.
