Job Overview:
MSH seeks candidates for the position of Finance and Administrative Manager for the Systems Strengthening for Health Commodities proposal. This program will build upon key investments made and lessons learned under USAID/Uganda’s Securing Ugandans’ Right to Essential Medicines (SURE) activity to develop and implement interventions in new areas that are strategic to achieving the overall objective. This activity contributes to and will be implemented in alignment with the country’s National Health Sector and Strategic Investment Plan which identifies availability and equitable access to essential medicines and health supplies and health systems strengthening as critical priorities to achieving national health and development goals. This cooperative agreement is expected to be a $30 million program.
The Finance and Administration Manager is responsible for overall program financial management and administration. S/he reports to the program Chief of Party and provides a full range of financial and administrative support with a particular focus on accurate, timely and sophisticated data collection, analysis, monitoring and reporting. S/he ensures that financial functions support the timely and effective implementation of the program’s technical scope of work. The Finance and Administration Manager ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The Manager also oversees the overall administration of the program. S/he liaises with local partners and with MSH’s home office regarding any aspects of program implementation.
The Finance and Administration Manager is knowledgeable of and adheres to MSH ethical standards, policies and procedures and USG procurement integrity standards and procedures, in all program management responsibilities. S/he will also coordinate with the Uganda Country Operations Management Unit (COMU) Director to ensure that all MSH projects in Uganda apply MSH policies and standards in order to ensure synergies, efficiencies of scale, and collaborate effectively. S/he will also develop the capacity and supervise staff that will provide consistent program administrative support to the technical teams for successful implementation of the program.
This position is subject to project award and funding. International relocation and allowances are available.
Job Requirements:
- Master’s degree or higher in Business Administration, Finance, Accounting or other relevant field
- A minimum of eight (8) years’ experience in administration (including human resources, logistics, and procurement) and financial management of complex international development assistance programs of a similar dollar value and scope.
- A minimum of 5 years of demonstrated supervisory experience.
- In-depth knowledge of USG financial reporting and compliance requirements.
- Demonstrated experience and skills in developing and managing large budgets
- Proficient in relevant computer applications and databases with mastery of Excel spreadsheets is required. QuickBooks or similar accounting software is preferred.
- Strong analytical, oral and written communication skills
- Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English.
- Excellent communication and interpersonal skills.

Job Duties:
- Provide senior level support to the Chief of Party and the program management team financial reporting and analysis of the program.
- Ensure that appropriate reviews, controls, and strategies are in place and managed to provide alerts of potential problems and allow for corrective action, in regard to issues such as errors in data entry, expenditures or accruals; expenditures that are trending over or under planned expectations; expenditures for unplanned activities; discrepancies between reporting periods, and the like.
- Lead the annual or other periodic budgeting or re-budgeting processes and work planning activities for the program, working closely with the Chief of Party. Document program assumptions and develop detailed program budgets. The Finance and Administration Manager is responsible and accountable for the program budget.
- Lead the annual PEPFAR financial expenditure analysis exercise; coordinate, review and validate financial input with team leads; manage and ensure accurate and complete reporting.
- Develop and maintain systems for program expenditure monitoring and tracking. Provide routine pipeline analyses, quarterly accruals reports, and ad hoc reports as requested to COP and USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
- Implement standard procedures and forms that promote and/or ensure program compliance with the cooperative agreement terms and conditions in coordination with COMU, and that ensures program spending provides the best value.
- Manage and ensure that administrative program expenditures are properly authorized and within budget, and that payments are properly reviewed and approved, as delegated by the Chief of Party.
- Work with MSH Uganda COMU Director to coordinate policies, standards and practices across projects. Create efficiencies by working closely with other MSH projects and taking advantage of the MSH operational platform.
