DGF's work is built upon the principles and values enshrined in Uganda's 1995 Constitution and reiterated in its current National Development Plan. It is guided by a belief that sustainable development is best achieved through constructive engagement by Ugandan citizens with the state at national and sub-national levels. The facility does not implement activities directly, but works with a diverse array of national, regional and district-based partners. It promotes the development of Uganda's centres of excellence in specific areas related to democratic governance and supports the efforts of Ugandan citizens to ensure peace, prosperity and justice for all.

The overall goal of the DGF is to contribute to equitable growth, poverty eradication, rule of law and long term stability in Uganda. The DGF's programming approach is focused on the following three interlinked and mutually reinforcing components and their associated sub-components.

Job Overview:
The Programme Officer for Transitional Justice and Conflict Prevention will be responsible for the day-to-day management and implementation of the programme components as agreed by the DGF-Steering Committee while observing the DGF Board's strategic direction. The Programme Officer (PO) for Transitional Justice and Conflict Prevention reports to the Component Manager (CM) for Rights, Justice and Peace for the overall progress and the effective management of the sub-component on Peace & Reconciliation and on Transitional Justice. The PO will contribute to the establishment and implementation of the DGF tailored approach for conflict prevention in the various regions of the country. In addition, the PO will follow-up on the Justice Law and Order Sector policy on Transitional Justice to enhance the TJ mechanisms effectiveness and outreach to fulfill Uganda international justice obligations, empower war affected communities and promote justice for war victims. The PO will report on achievements and shortcomings against the DGF objectives and logframe indicators, and ensure that DGF’s interventions are appropriately evaluated. The PO will be part of the Rights, Justice and Peace team, and will work collaboratively with colleagues in the RJP Component and across the DGF.

Job Requirements:

  •     Master’s Degree in Transitional Justice, Conflict Prevention or any other relevant subject from a recognized university.
  •     Additional qualifications in project and program management & administration, public policy, development studies and political science would be a distinct advantage.
  •     Good working knowledge of current development challenges and political developments in Uganda, especially in transitional Justice issues and related processes that took place in Uganda’s past;
  •     Good knowledge and understanding of the peace & security issues in the country including the potential threats that could destabilize the country;
  •     A minimum of five years’ experience and well documented good track record in maintaining constructive partner relations and managing financial and technical support to partners;
  •     Three or more years’ experience in transitional justice & conflict prevention programs in Uganda, analyzing data, writing reports, and communicating to wider audiences in the transitional justice and/or conflict prevention areas.
  •     Skills in Conflict Prevention
  •     Transitional Justice skills
  •     Knowledge of Alternative Dispute Resolution mechanisms
  •     Extensive exposure to Gender mainstreaming
  •     Skills in Results Based Management
  •     Possess capacity development and organizational development
  •     Monitoring and evaluation (M&E) skills
  •     Strong conceptual and analytical skills;
  •     Excellent communication and facilitation skills;
  •     Fluency in English and strong writing skills;
  •     Strong cooperation and team working skills;
  •     Capacity to work also under pressure, with high level of self motivation;
  •     Proven ability to interact professionally with stake-holders at all levels of the Ugandan society


Job Duties:
1. Context analysis input and management of partner relations (10%): 

The Programme Officer for Transitional Justice and Conflict Prevention will specifically have knowledge of the context and key actors in transitional justice and conflict prevention in the country. He/ she will be responsible for providing ongoing context analysis in the areas of transitional justice and conflict prevention. He/she will offer input to management of partner relations as to ensure that the programme implementation is adjusted to the changing context:
  •     Provide analysis of key developments as well as local, national and international “best practices” in the relevant areas.

2. Monitoring and Evaluation (20%): 
The Programme Officer for Transitional Justice and Conflict Prevention will be responsible for M&E of the respective projects in these areas in close collaboration with the Results and Communication Unit (RCU). This will include:
  •     Carry out regular field visits to partners to accompany and monitor activity implementation;
  •     Monitor project progress and achievement of milestones and targets as per the projects monitoring framework;
  •     Actively participate in Mid-Term-Reviews and contribute to evaluation of projects as requested.

3. General Programme Management (70%):
The Programme Officer for Transitional Justice and Conflict Prevention is responsible for the day-to-day management of the Transitional Justice projects and of the Peace & Reconciliation sub-component within the Rights, Justice and Peace Component, including achievement of agreed targets:
  •     Development and oversight, where required, of funding application processes or call for proposals for potential implementing partners;
  •     Ensure good working relationships with key project stakeholders, including the effective management of relations with state and non-state partner organisations;
  •     Offer technical inputs to the development of annual work plans and budgets of DGF and its partners;
  •     Review and provide comments to narrative and financial reports received from partners;
  •     Offer capacity development support to partners;
  •     Report on the indicators, milestones and targets for Transitional Justice projects and for the sub-component on Peace & Reconciliation as specified in the DGF Log Frame;
  •     Summarize results, challenges faced and “lessons learned” in TJ and the Peace sub-component;
  •     Provide “case stories” and other information designed for communication to wider audiences;
  •     Ensure compliance with the “Finance & Administration Manual” and “Partnership Manual” of the DGF;
  •     Ensure that all cross-cutting issues are addressed adequately during planning, implementation and reporting, especially gender related issues.
  •     Perform any other assignments as delegated by the Component Manager.
