Job Overview:
The Chief Executive Officer is required to move UASCRF forward. The incumbent should be able to collaborate with medical teams, be energetic, visionary, empathetic, resource mobilizer, developmental, a strong lobbyist and an astute manager with capability of approaching Corporates and all stakeholders whenever need arises. UASCRF is a body corporate with a Board for Governance and therefore the CEO must be able to work closely with that Board and ensure harmony and preparation of Board meetings in time and implementation of Board resolutions promptly. There are many stakeholders whose requirements and needs must be adequately met. It should be known that the idea for formation of UASCRF came from USA UASCRF and hence that link must be cherished, upheld and oiled. Sickle cell disease is a medical issue and it would be important for the ED to appraise Him/herself in the knowledge of this congenital anomaly. Arising from this background, the ED (CEO) will likely see UASCRF Uganda take off, gain ground.
Job Requirements:
- A Health sciences related bachelor’s degree with management experience or BBA, BPA or any related degree
- Possess an advanced degree in Public health, health administration, public administration, business administration or related degree will be an added advantage
- Five or more years’ operational management experience including design, implementation, and monitoring, reporting, and financial management obtained in working with communities or progressively responsible international public health management.
- Past exposure and experience managing a multi-partner consortium (both international and local NGOs)
- Experience in developing successful, replicable and sustainable projects in Uganda
- Proven leadership skills and expertise in strategic program planning, implementation and management
- Possess the ability to build capacity and collaboration between governmental and non- governmental partners
- Past experience in designing and supervising activities with a facility/community interface. Has experience in building the capacity of community based organizations to implement project activities
- Through knowledge and understanding of Uganda, its health sector and strong understanding of domestic and international health policy, environment and organizational analytical skills and use them to engineer better investment and development outcomes
- Ability to travel in Uganda and internationally
- Demonstrated experience in managing budgets and resource allocations efficiently and strong communication acumen.
- A demonstrated track record of initiating and successfully managing programs of sustained community involvement will be an added advantage.
Job Duties:
1. A Manager and Professional:
- Trained in all aspects of management and leadership with a high degree of personal initiative and willingness to accept wide responsibilities.
- Has commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of UASCRF operations.
- Possesses ability to manage and mentor a technical team by demonstrating leadership.
- Shows some knowledge of the medical background of Sickle cell Anemia/Disease anomaly.
Excellent communication skills (spoken, written and presentational), including ability to present sensitive issues/positions and to write reports and management decisions.
3. A Coordinator:
Demonstrates ability to coordinate all stakeholders ( funders, patients and their relatives or benefactors, health institutions, Agencies, International Bodies and NGOs, Corporates and Commercial organizations, the MOH and World health bodies, research institutions, Blood Transfusion services and UASCRF, USA.
4. Strategic Plan, Planning and Policies:
Demonstrates effectiveness in implementing the Strategic Plan and Policies and developing logistics plans, policies, procedures and new programs. Demonstrates planning and organizational skills and ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.
5. Fiscal Awareness:
Good knowledge of UASCRF financial rules; ability to provide technical and procedural advice in a broad range of program areas.
Possess the ability to develop, maintain and supervise accountability systems for materials and services.
6. Negotiation Skills for Clients and Donors:
Has strong negotiating skills and ability to influence others to reach agreement. For the technical teams and sickle cell clients to join in and the donors to be enticed to contribute to the Sickle cell cause.
7. Teamwork:
Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity in the whole of Uganda.
8. UASCRF to Start Off:
Possesses the ability to nurture and support the nascent UASCRF Uganda in this start off period and ensure it grows and develops.
