About Project:
The Local Government Capacity Programme (LGCP 2012-2016), implemented by VNG International, aims to develop the capacity of local governments and local government associations in nine countries, in order to contribute to sustainable local economic development and the prioritised themes of the Dutch international cooperation policy. In Uganda, the LGCP focuses on strengthening the capacity of local governments to facilitate an enabling environment for improving food security at the local level.
Job Description:
The Resident Programme Manager for VNG International will develop strong working relationships with participating local governments, the local government associations and relevant local, national and international institutions and organisations and to coordinate the implementation of the Local Government Capacity Programme (LGCP) in Uganda.
Job Requirements:
- The Resident Programme Manager should have at least three years’ experience in Project/Program Management
- The jobholder must also hold a relevant bachelor’s degree
- English Language proficiency
- Computer literacy skills i.e. working knowledge of Microsoft Office (in general)
Job Duties:
1. Programme Implementation and Management:
- Development, organization (including logistics), coordination and monitoring of the implementation of activities under the
- Annual Work Plan and monitoring of alignment with the objectives of the Country Programme;
- Providing technical guidance to implementing partners in Uganda in the execution of their activities under the Annual Work Plan;
- Regularly contact and visit the partner local governments and stakeholders;
- Communicate, facilitate and coordinate between representatives of VNG International, implementing partners, beneficiaries and stakeholders on a day-to-day basis;
- Offer feedback and give technical advice to VNG International (Home office in The Hague) on the Country Programme and the Annual Work Plan design;
- Preparation of periodical narrative and financial reports on activity implementation, the country context, programme environment and programme progress (on the basis of VNG International templates).
- Share documents and information timely amongst all partners using the Insights web-based Intranet tool of VNG International.
2. Representation and Networking:
- Regular harmonization and liaison with related project and programmes, development agencies, donor community, national
- government, businesses and NGOs in order to maximize the results of LGCP
- Representation of VNG International in Uganda and participation in relevant networks.
- Actively monitoring donor programming and pipelining, and identification of local government- related project opportunities (e.g. calls for proposals and tender)
- Significantly contribute to the formulation of project and programme proposals
- Proper use of VNG International and LGCP visibility materials, logos; templates and documents;
