Overview:
Malaria is a major cause of morbidity and mortality in Uganda. The Ministry of Health through the National Malaria Control Program (NMCP) is implementing malaria prevention and control strategies to reduce the burden of malaria. The NMCP developed and is implementing a 5 year strategic plan with ambitious targets for malaria prevention and control by the year 2015. Key in malaria control is effective case management through prompt diagnosis and effective treatment. CHAI has done extensive work to drive uptake of effective malaria treatment in Uganda. Currently, CHAI is supporting the Ministry of Health to rapidly scale-up malaria Rapid Diagnostic Tests (RDTs) in the public and private sectors to improve health outcomes and achieve greater value-for-money with the country’s limited health budget. Furthermore, CHAI will be implementing a project to scale-up the use of injectable artesunate (Inj AS) for severe malaria treatment for a period of 3 years.  The project consists of free supply of commodities and the implementation of programmatic activities, with the goal of expanding access to the optimal drug and ensuring sustainable financing for severe malaria treatment.

In addition, CHAI is deploying Demand-Driven Evaluation for Decisions (3DE), a novel approach for rapidly translating research into policy. CHAI, in collaboration with our implementing partner IDinsight, will work closely with the Ministry of Health to identify real-time policy issues related to malaria control and prevention, and design research studies to directly address these questions. The 3DE model uses rigorous research methodologies, provides timely evidence to inform decision makers on the scale-up strategy, and catalyzes implementation to ensure rapid and effective adoption.

CHAI will continue to i) provide technical assistance to the Ministry of Health and work with in-country partners to increase access to high quality Artemesinin-based Combination Therapies (ACTs) and RDTs in public and private sectors; ii) develop scalable solutions for national implementation and adoption, and iii) design critical and timely impact evaluations of interventions to strengthen uptake and adherence to malaria diagnosis to inform the national strategy, advise international stakeholders, and catalyze the implementation of effective interventions.

Job Description:
The Malaria Coordinator will be responsible for providing analytic and strategic support to the Ministry of Health around policy development, regulatory frameworks and supply chain management. The Coordinator will work with the Malaria Program Manager to support the Ministry of Health and private sector to enhance access to malaria diagnostics and medicines.

The Coordinator must be a strategic thinker with the exceptional quantitative skills.  The Coordinator will be responsible for a wide variety of tasks, from quantitative analysis and policy development to stakeholder engagement and capacity building. The Coordinator may also participate in research and may spend time (~20%) in the field, collecting data at low-level health facilities and private sector outlets. S/he must exhibit a passion for results and a commitment to excellence.

Job Requirements:

  •     Degree in Medicine, Pharmacy, Public Health, Business or a related field; Master’s degree preferred
  •     At least two years of work experience in a demanding, results-oriented environment
  •     Strong interpersonal skills and the ability to navigate complex government processes with multiple influencers and to achieve consensus
  •     Strong communications skills—both written and oral
  •     Excellent problem solving, analytical and quantitative skills, including fluency in Excel and PowerPoint
  •     Ability to think strategically, handle ambiguity and work in a fast-paced environment
  •     Ability to handle multiple tasks simultaneously, set priorities and work independently
  •     Ability to learn on the job quickly and absorb/synthesize a broad range of information
  •     Ability to work within limited budgets and human resources
  •     Strong work ethic and flexibility

Advantages:
  •     Experience working in management consulting, finance or a similarly quantitative/analytical capacity

Job Responsibilities:
  •     Provide analytic and strategic support to the Ministry of Health around policy development and implementation
  •     Assist the Ministry of Health to develop and implement regulatory frameworks for the deployment and monitoring of ACTs and RDTs
  •     Support the Ministry of Health with supply chain management of malaria commodities
  •     Provide support to the Ministry to roll out use of Inj AS in the public sector and private sector
  •     Develop strong working relationships with key stakeholders in government and technical partners to ensure coordination of resources and efforts
  •     Identify public and private sector supply chain bottlenecks through comprehensive quantitative and qualitative analysis and develop solutions to address these bottlenecks
  •     Develop effective social marketing/behavior change communication strategies to improve uptake of RDTs in public and private sectors
  •     Work with the Global Malaria Team to ensure CHAI’s resources and expertise are fully leveraged to meet needs in-country
  •     Other activities, as needed
