Job Duties:   

•     Design, implement and evaluate innovative approaches to harnessing mobile technology for increased access to and uptake of convenient, high-quality HIV and other health services in international border communities
•     Design, implement, and evaluate mobile and information technology innovations designed to increase cost-effectivness of health system interventions
•     Ensure proven innovations in technology are leveraged to support streamlining of health systems, and facilitating transnational collaboration and coordination.
•     Design and/or manage electronic and mobile tools and processes that support data collection, information dissemination and reporting for project.
•     Initiate and manage formal partnerships donors, government bodies, universities, mobile network operators, and community-based organizations to identify, develop and implement electronic and mobile health solutions that ensure a continuum of quality health care information and services for  mobile populations in transport corridor communities.
•     Oversee end-user training and capacity building of project partners in mobile technology
•     Ensure technologies promote gender equality and address, where appropraipte, issues such as sexual violence and trafficking in persons.
•     Represent the project to political and technical leaders.
•     Plan and execute learning agenda with thought leadership activities at international and regional levels.
•     Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
•     Responds to requests and inquiries from internal and external staff.
•     Prepares reports and papers summarizing project results.
•     Delivers presentations at professional meetings and conferences.
•     Ensures project implementation adheres to company strategy and remains technically sound.
•     Provides leadership and team building at the task level.
•     Serves as company liaison to external organizations at professional meetings and conferences as assigned.

Job Requirements:
- Strong knowledge of concepts, practices and procedures with providing technical support for mobile technology for health.

- Demonstrated proficiency with using Microsoft Office Suite required.

Supervision Given/Received:
- Determines methods and procedures on new projects and assignments.
- Serves as team lead and may supervise other lower level personnel.
- Reports to Chief of Party

Technology to be Used:
Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:
25%-50%

Typical Physical Demands:
Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
Qualifications:

•     Minimum five (5) years of relevant professional experience managing Information technology programs with a minimum of (3) years’ experience in sub-Saharan Africa, Eastern Africa experience preferred.
•     Knowledge of cutting-edge, innovative mobile and electronic health applications that enhance health systems, increase cost-effectiveness, incentivize the private sector, improve data collection and reporting for program improvement, etc.
•     Experience working with private sector bodies in Eastern, Southern and Central in application of mobile health technology.
•     Demonstrated ability to work effectively across a broad range of stakeholders including government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders.Proficiency with database management software and on-line search tools required.
•     Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
•     Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
•     Must be able to read, write, and speak fluent English.
•     Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Education

• Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
